MP slams incinerator move as
'arrogant, outrageous'

PLANS to build an incinerator in Mole
Valley took a massive leap forward this week as a planning
application was finally submitted for the scheme.
After several years of wrangling and
disputes, Surrey County Council, as the county planning authority,
received the application for the proposed incinerator at Capel, near
Dorking.
It was lodged by Surrey Waste
Management (SWM) last Friday and followed what it says was extensive
consultation with village residents, stakeholder groups and other
interested parties.
But Mole Valley MP Sir Paul Beresford
has described the move,made before a planning inspector could return
his verdict on whether an incinerator was an acceptable part of how
waste is managed in Surrey, as arrogant and outrageous.
He said: "I am very cross. What they
are trying to do is get the process to the point that when the
decision comes through from the inspector on the waste plan they can
go straight ahead.
"Of course, if they lose and the
inspector says the incinerator cannot go ahead, the scheme goes out
of the window."
Sir Paul says this in itself could
cost Surrey County Council thousands of pounds.
He said: "Because of the way it is,
the county council pays for the planning procedure. If the
application fails, the money is down the drain."
He added: "The moment they open the
gates for public reaction, we must all react. We have got to react
against it using all the various things that we can."
Dino Adriano,a spokesman for Capel
Action Group, which was set up to oppose the incinerator, added:
"The inspectors' report is not due to be published until early built
at the Clockhouse Brickworks, in Horsham Road, will treat about
110,000 tonnes of Surrey's household waste.If given the go-ahead, it
is estimated the plant will generate enough electricity to power up
to 8,000 homes.
Sean Trotter, general manager at SWM,
said: "We are confident that energy-from-waste is the best way
forward for Surrey.
"Space for landfill is running out and
it is recognised that this is an environmen-tally sustainable way to
deal with residual waste.
"The proposed facility at Capel
provides a safe and efficient way of dealing with the proportion of
the county's household waste that cannot be recycled sensibly and
efficiently."
