Examination in Public

The Inspector has advised us that the proposal for an incinerator at Clockhouse gives rise to exceptional circumstances such that he has stated that a formal hearing session, including cross-examination of witnesses, will be allowed in the broad public interest. This formal session will be conducted over two days in late May/early June for joint formal representations by Capel Parish Council and Capel Action Group and equivalent formal response by Surrey County Council.

The exceptional circumstances arise due to:

the substantial planning history, including a High Court determination of a previous application;

a very high level of continuing public interest;

a range of potential issues of principle;

a reduction of site choice for thermal processing consequent upon potential changes to the waste development DPD.

The fact that there will be a formal hearing session, with the ability to cross examine, is excellent news for Capel.
